You say "voters" like you speak for every single person who voted for the amendment. You have absolutely no idea what the voters as a whole wanted.
Some wanted full on retail.
Some wanted limited retail.
Some wanted things the way they are now, but with marijuana no longer a crime according to the laws of Colorado.
If you didn't want the state and local governments to be doing what they're doing, you shouldn't have given them the power to do it.
